The Senates and the fantasy of territorial representation

Abstract

After analyzing the two historical forms in which appears the Senate (the British and the North American), the work studies the nature of the federal senates in Europe and America. Based on this study, the paper tries to answer the question whether the representation articulated by these federal senates has a territorial nature or not. Then analyze what are the criteria that allow us to affirm that we are in the presence of a true territorial representation. And all this thinking about the idea of converting the Spanish Senate is what has been called an “authentic territorial representation chamber”, a true myth in reality.
