Abstract

Dynamics involved in the first alarm state declared in Mars 2020, brought a new understanding of how regulation which affect the local action, this draws an scenery of attention to local powers, and allows public bodies to define in first place the consequences connected to the decisions taken not just at National but at Regional Level. This paper deals with the case of the more significant decisions taken, starting from Mars 2020 till now, and the impact of those in the local regulation, with the projection of the significant roles that local authorities should take in dealing from an urban governance perspective with the pandemic
