Abstract

This paper tries to identify those elements and features of Spanish administrative procedure that, in its current conformation after the reforms of recent years have most affected the functioning of local administrations. Specifically, this work intends to extract which elements and features are manifestations of continuity with the traditional and already consolidated model, on the one hand; as well as, on the other, which are the most important transformations effectively operated with the reform.
Additionally, it is intended to explain how these transformations are related to other changes (transparency, data protection, local reform, ...).
