Abstract

The purpose of this study is to analyse the functional viability of administrative collaboration techniques for the management of local public services. Given the disjunctive between the direct or indirect management methods, and the intense current conditions of local provision activities, collaborative management is presented as an efficient and acceptable option, in the context of additional uncertainty due to the current reinternalization processes of management by local entities, in the case of many of the mandatory local services. So European law supports the non contractual collaboration between Administrations, fulfilling determined requirements, but it is necessary a specific recognition and development in the regulations on local regime.
