Evolution of the legislation of the electricity sector in Spain: from publification to service liberalization. Effects and consequences for the companies, the Government and users

Casto Pérez de Arévalo Trillo-Figueroa
Abstract

Electricity has become an indispensable means for the development of today's society, resulting in important scientific, political, environmental and economic repercussions which have drawn legislators’ special attention to having to constantly update the regulations to adapt it to the different vicissitudes that have arisen in order to offer guarantees of quality, efficiency and security in its supply.

In Spain this process has developed in a special way that has differentiated it from other surrounding countries (such as France, Italy or England) due to the intervention of not only public administrations but also private parties. This has led to developing various legal formulae that harmonize this double participation.
