Parliamentary centrality in decisions in times of pandemic: Commentary on regional competence when passing Law 8/2021 of 25 February, amending Law 8/2008 of 10 July, on health in Galicia

Abstract

The pandemic has led to an assumption of powers by governments and in territorially decentralized states also the attribution of powers to subjects of central power. This comment reflects on the legal reasons that support a Galician law that limits the performance of the regional Executive and subjects it to the limits of the legality approved by the Galician Parliament while claiming ownership of the competence for Galicia in health matters.
