Abstract

Water is a natural resource that is as essential for life as it is scarce, so its management must respond to the challenges of guaranteeing its enjoyment as a social right while guaranteeing its rational use to preserve the environment.


These great challenges must involve all the Public Administrations so that together and in accordance with the principles of solidarity and administrative efficiency they are able to face the management of the integral water cycle, where the Galician law on this matter constitutes an important innovation and a good legislative practice.
