Abstract

This paper analyses certain issues that have been raising debate in public procurement legislation, in orden to observe their application or evolution since the passing of the Spanish Public Sector’s Public Procurement Law in 2017. A special legal culture has been created in this matter, with greater specialization, predominating more technical debates than essential ones. The proliferation of administrative tribunals for public procurement reviews has contributed to this outcome. An immense case-law has been generated whose main features should be known
