Mixed urban societies in the local scope. A new perspective after the sanitary crisis
Mixed municipal companies in the urban area were created, in the unanimous opinion of the consolidated doctrine, as an alternative to the urban management of fully public capital companies. However, in practice they have not had the expected success, especially in the urban sphere, due to the participation of the private sector, the results of which have often been confusing, with private participation being a real obstacle to the urban objectives, mixing differentiated legal regimes, that have hindered in practice the urban management that had initially been entrusted to them. The post-COVID era should serve to reflect on institutionalized public-private collaboration, especially in the fields of regeneration, rehabilitation and urban renewal.
