Abstract

This work deals with the usefulness of the creation of a Neighborhood Ombudsman in the local administration, as a tool to prevent arbitrary actions that the municipal executive may carry out. The regulation that allows its creation is addressed and how this has been expanded by regional legislation. Likewise, the legal regime for appointing ombudsmen, the powers assigned and the resources that have been made available to them are studied. All of this, with the aim of highlighting a figure that, although unknown at the local level, can help, notably, to guarantee good government in the territorial entities closest to citizens.
