Are there silver bullets in the war against corruption in public procurement?

Abstract

The persistence of public procurement corruption shows the failure of measures applied till now. Their linsufficiency explains the complementary requirements against fraud in the execution of the recovery plan funds, and a new proposal of Directive on corruption. This paper questions that these legal reforms will be effective without the tools of artificial intelligence, although AI not give us “silver bullets” if we don´t change our regulatory strategy.
