Abstract

Law 5/2024, on fiscal and administrative measures, has introduced amendments to certain aspects of the legal regime governing municipal compliance certification entities (ECCOM), enhancing their role in the processing of urban planning enabling titles. The reform aims to achieve administrative simplification and expedite procedural timelines. However, it raises significant questions regarding its compatibility with the principle of reserving public functions to civil servants and concerning various procedural aspects. This study examines the legal implications arising from the aforementioned reform, considering its historical background and analyzing its potential repercussions in administrative practice
