The authority of town and city councils to sanction breaches of COVID-19 regulations

Abstract

Sanctioning proceedings, as a result of denunciations regarding state and regional government regulations approved to face the COVID-19 sanitary crisis, had experienced a large increase. As a result of these new and urgent regulations, doubts on the Administration in charge –State, Regional or Local– regarding exercise of the sanctioning power, had also increase. The present article tries to analyze the legislative frame in public health affairs, paying special attention to the case of the Galicia’s local and regional government.
