New technologies and parliaments

Abstract

ICT have meant a series of advances which have to be taken advantage of by public administrations, and in the same way, by public authorities for the better performance of their functions.

In this paper, for expository reasons, we are going to focus on the electronic administration, algorithms and artificial intelligence, without prejudice to some occasional references to big data and blockchain, and we will address, ultimately, the possibility of their implementation in Parliaments. The Parliament must adapt to the development of ICT, although, in view of their unique nature, it is necessary to specify a series of nuances and, specially, regarding the applicability of the legal regime of electronic Administration.
